HSE guidance is clear that cable and pipe detection should happen before any excavation or penetrative work, not as an afterthought when something looks suspicious, a CAT and Genny set used properly picks up live cables, some dead cables via signal application, and metallic pipes before the first cut is made.

Rebar detectors matter specifically for core drilling and cutting into structural concrete, hitting a main reinforcement bar can compromise the structure locally and will certainly blunt or break a diamond core bit, scanning first tells you where to reposition the hole to miss the steel entirely.

No single detector finds everything, a cable detector will not reliably find a plastic gas pipe, and a rebar scanner will not find electrical cabling, which is why combining detector types and cross-checking against as-built drawings where available gives a far more complete picture than relying on one device alone.
